The Louisiana Department of Insurance offers Louisiana homeowners up to $10,000 toward a hurricane-hardened FORTIFIED™ roof upgrade — a lottery-based grant designed to reduce storm damage and unlock insurance discounts under Act 533. The next round of applications hasn't opened yet. Get on our notification list so we can walk you through the process the moment it does.
LFHP is a state grant program administered by the Louisiana Department of Insurance (LDI). It reimburses eligible homeowners up to $10,000 toward the cost of upgrading their roof to the IBHS FORTIFIED™ standard — the only nationally recognized roofing standard engineered specifically to survive hurricanes, hail, and high winds.
Since LFHP is capped at $10K but FORTIFIED roofs typically cost $14K–$18K depending on size and complexity, the homeowner is responsible for the balance. In return, the FORTIFIED Roof designation unlocks an Act 533 (2024) insurance discount on the wind portion of your premium — the exact number is filed by your carrier with the Louisiana Department of Insurance and can vary widely. Ask your insurance agent for your specific FORTIFIED Roof discount.
This is a fast self-check — not an LDI application. It tells you whether you'd meet LFHP's baseline eligibility rules so you're not wasting time when the next round opens. The official application must be filed by the homeowner directly at ldi.la.gov/fortifyhomes.

Here's exactly how the Louisiana Fortify Homes Program works, from application to final grant payment. Knowing the process cold puts you ahead of every homeowner who doesn't. We handle the paperwork side; the homeowner submits the actual application to LDI.
Louisiana Act 533 (2024) requires every admitted insurer in Louisiana to file a wind-portion premium discount for policyholders with an active IBHS FORTIFIED™ Roof designation. Each carrier files its own discount with the Louisiana Department of Insurance — some are single flat percentages, some vary by region or coverage tier. The only person who can tell you your exact discount is your insurance agent.
The report lists every admitted insurer in Louisiana and the exact FORTIFIED Roof discount they've filed. Find your carrier, see what they file, then confirm with your agent how it applies to your policy.
Legacy Fortified Roofing installs to the FORTIFIED Roof tier — the tier the LFHP grant covers. FORTIFIED Silver and Gold designations add whole-home envelope work (windows, doors, structural load path) that go beyond roofing scope and require separate specialty contractors.
Louisiana is full of storm chasers who show up after a hurricane and disappear before the check clears. That's not us. Legacy Fortified Roofing is a division of Legacy Construction and Development LLC — a Louisiana-licensed general contractor with over 30 years of Gulf Coast construction under its belt.
Legacy Construction and Development LLC is an IBHS FORTIFIED Certified Roofing Contractor — certified in all three FORTIFIED standards: Hurricane, High Wind & Hail, and Roofing Contractor. Our company Roofing Contractor Agreement with the Insurance Institute for Business & Home Safety was executed May 11, 2026 (Zoho Sign Doc ID 330CA238). Co-owner Craig Wodehouse holds all three individual credentials (Cert #6BB5-BEFA-9646-44B1 · #AA3E-17F7-8FA6-43C5 · #AF38-56D5-0505-45CA), all valid through 2029. The FORTIFIED standard is baked into how we bid, install, and document every roof.
We submitted our LFHP contractor application to the Louisiana Department of Insurance on August 24, 2026. LDI activates approved service providers during their October and April onboarding windows following program training. We'll be ready.
Louisiana Commercial License #79326 · Residential License #890388. Both active, both in good standing, both verifiable in real time on the LSLBC public portal. Craig Wodehouse is the qualifying party.
Legacy Construction and Development LLC has built residential and commercial projects across Louisiana and Mississippi for over three decades. Named Best of St. Tammany 2026. Our roofing division inherits every ounce of that reputation.
The FORTIFIED Evaluator step trips up most homeowners — they don't know how to find one, how to schedule pre-construction inspections, or what the Evaluator needs. We coordinate directly with certified Evaluators to make this friction-free for you.
Our bids break down exactly what the grant covers and what you pay out of pocket — no hidden markup, no lowball bait-and-switch. If something unexpected surfaces during the work (hidden rot, decking replacement, code upgrades), we stop, document it, price it in writing, and get your sign-off before any billable change is added. You'll never see a surprise invoice.
The homeowner registration window closed June 19, 2026. LDI typically runs additional grant rounds in the following months. Drop your info below and we'll email you the moment the next round opens — plus a plain-English walkthrough of how to submit the strongest application.
30 seconds. No spam. Ever.
LDI runs grant rounds on their own schedule — most recently a round that closed June 19, 2026. The next round opening has not been publicly announced. LDI typically posts round openings on ldi.la.gov/fortifyhomes. Get on our notification list above and we'll email you the moment we see it.
No — and neither can any other contractor. Per LDI rules, only the homeowner may submit the LFHP application directly at ldi.la.gov/fortifyhomes. We can walk you through what to have ready, but the submission is yours. Anyone claiming to "apply for you" is violating LDI rules.
No. LFHP is a random lottery. LDI selects applicants at random from the pool of qualified homeowners. Any contractor claiming they can guarantee your selection is either misinformed or misleading you. What you can do: submit a clean, complete application on day one of the round — that's the only thing within your control.
You can reapply in future grant rounds. LDI does not carry non-selected applicants forward — each round is a fresh lottery. In the meantime, if you want to build a FORTIFIED roof anyway (many homeowners do because of the insurance discount alone), we're happy to bid — the Act 533 wind premium discount still applies, even without the LFHP grant.
Usually not. FORTIFIED Roof upgrades typically run $14K–$18K depending on square footage, roof complexity, and material choice. The $10K grant helps offset the cost — the homeowner covers the balance. Depending on your insurance carrier's filed Act 533 discount, the ongoing wind premium savings often recoup the out-of-pocket difference over the life of the roof. Ask your agent for your specific discount to run the math on your policy.
FORTIFIED Roof (what we build): Sealed roof deck, impact-rated shingles, enhanced nailing, locked-down edges. Stops rain from destroying your home when shingles fail. This is what the LFHP grant covers and what Legacy specializes in.
FORTIFIED Silver: Roof + reinforced gable ends, chimney bracing, locked-down soffits and attic vents. Whole-envelope hardening — requires window/door/structural work beyond roofing scope.
FORTIFIED Gold: Silver + continuous load path from roof to foundation. Maximum hurricane resilience — requires significant structural retrofit.
Silver and Gold are separate specialty scopes (windows, structural retrofit, load-path engineering) that most roofing contractors — including us — don't provide. We install the FORTIFIED Roof tier that the LFHP grant is designed for.
Absolutely not. Starting construction before LFHP issues written acceptance is grounds for automatic disqualification of your grant per LDI's own contractor rules. If your roof is critically damaged and needs immediate repair, we can discuss non-LFHP options — but for grant-funded work, you must wait for written acceptance.
No. Louisiana Act 533 (2024) requires every admitted insurer in Louisiana to offer a wind premium discount for FORTIFIED homes. You keep your existing carrier and simply provide them with your FORTIFIED designation certificate. The exact discount is actuarially set by each carrier — call your agent to confirm what your specific savings will be.
No — and by law we can't be. LFHP requires the Evaluator (pre- and post-construction inspections) to be an independent IBHS-certified third party, separate from the contractor. This is a good rule — it protects you. We coordinate with certified Evaluators to schedule inspections cleanly, but the Evaluator's role is independent from ours.
From the day you're notified of lottery selection to final grant payment usually takes 3–5 months, depending on Evaluator availability, contractor scheduling, and LDI processing time. The actual roof install itself is typically 2–5 days once we start.
The Louisiana Fortify Homes Program is administered by the Louisiana Department of Insurance. Grant selection is by random lottery — no contractor can guarantee selection. Applications must be submitted by the homeowner directly at ldi.la.gov/fortifyhomes. Legacy Fortified Roofing is not affiliated with, endorsed by, or sponsored by the Louisiana Department of Insurance. Grant amounts up to $10,000; typical FORTIFIED roof projects exceed this amount, and the homeowner is responsible for costs above the grant.
Insurance premium discounts vary by insurer, region, and FORTIFIED designation level (Roof, Silver, or Gold) and are actuarially determined by each carrier under Louisiana Act 533 (2024). Contact your insurance agent for policy-specific savings.
